Refund Policy

JFMG currently issues PMSE licences on Ofcom’s behalf.  Our refund policy is therefore identical to that which is outlined within Ofcom’s Licensing policy manual.

The policy states that refunds are only applicable when an applicant has paid for a service, but JFMG are unable to provide that service due to lack of available spectrum.

There are other instances where a refund is applicable:

• Where we have made an administrative mistake (such as overcharging etc).
  
  

Refunds are not applicable for the following:

• When a licensee surrenders their licence/assignment before it expires – we are unable to refund the unused portion
• When the applicant realises their requirements have changed but the payment has been taken and the licence issued – any amendments will be charged again. 
  
  

PMSE licence fees are currently based on recovering the cost of issuing licences and assignments and not for spectrum usage.

JFMG are therefore required to refer exceptions to these rules to Ofcom for consideration.
