On 30 June 2009 Ofcom confirmed that funding will be provided for the move from Channel 69 to Channel 38 subject to establishing eligibility criteria.

On 28 July 2010 the Department for Business, Innovation and Skills announced the details of the funding package that the Government will provide. The Government would give eligible PMSE users a contribution towards either the cost of modifying existing Channel 69 equipment so it can be used in Channel 38 or buying new equipment for Channel 38. Ofcom later published a statement that explained how the funding package will work.
